JOB DESCRIPTION: General Manager
POSITION TITLE: FNSDS General Manager
REPORTS TO: FNSDS Executive Committee
SUPERVISED BY: FNSDS Board
POSITION SUMMARY
The FNSDS General Manager oversees the operational aspects of the FNSDS on behalf of the FNSDS Board. The General Manager is responsible to maintain the financial viability, goals and intentions of the FNSDS within the context of its long term mission and strategic plan.
PRINCIPLE DUTIES
Reporting to the FNSDS Executive Committee and FNSDS Board, the General Manager fulfills these principal duties:
Board Relations
• Carries out tasks assigned by the FNSDS Executive Committee and Board
Strategic Relationships
• Acts as a Liason between the all governments, organizations, the FNSDS Board members in which they represent
• Represents and communicates with government departments and First Nations organizations on behalf of the FNSDS.
• Develops relationships with other First Nation agencies and committees to enhance participation in FNSDS activities as they pertain to the FNSDS Strategic Plan regarding Social Development, Active Measures and other FNSDS Projects.
• Creates public awareness of the FNSDS Mandate and long term strategic plan and assures that the FNSDS maintains a high profile and level of respect among government and First Nation organizations
• Represents the FNSDS at formal functions, conferences and committees.
• Serves as liaison between the FNSDS and the Tri-partite Forum, FNIPAG and other First Nations and government standing committees and task forces as directed
Public Relations
• Together with the FNSDS staff, develops presentations, communiqués for FNSDS public relations.
• Represents the FNSDS at formal functions, conferences and committees.
• Is responsible for the successful presentation and completion of FNSDS Conferences as directed
Organizational Leadership
• Serves as the full time senior administrator for the First Nations Social Development Society (FNSDS)
• Ensures that consistent and realistic goals are set for the FNSDS organizational plan and that the FNSDS Board and FNSDS staff are supported in achieving these goals
• Is responsible to ensure ongoing development of Policies and Guidelines for the Society
• Manages aspects of FNSDS meetings and, in consultation with the FNSDS Executive Committee, develops the agenda for all FNSDS meetings
• Ensures that a yearly strategic plan is established for the (FNSDS) and will be monitored in accordance with an approved INAC monitoring plan
• Oversees the integrity and accountability of the FNSDS and its staff
• Oversees and assures the viable and efficient financial management of the FNSDS.
• Researches, and submits request for, alternate sources of revenue, funding and/or support for the FNSDS
• Oversees the achievement of FNSDS deliverables as outlined in the yearly Comprehensive Funding Arrangement
• Works with the FNSDS Program Manager and Chief Funding Officer and is accountable for the development and approval of Funding Arrangement Proposals with AANDC
• Provides guidance and support to FNSDS committees
Research & Development
• Monitors developments in federal research administration issues and keeps the FNSDS informed of its potential for involvement
• Responsible for the research, development and creation of new projects, initiatives and programs under the goals and mandate of the FNSDS.
STATEMENT OF QUALIFICATIONS
Education and Experience
• Bachelor's or Master's Degree and/or a combination of Post Secondary education in a related field of Business Admin., or Financial Management or Social Policy or a combination of equivalent experience and knowledge experience and application
• Experience (+5 )years at a senior management level
• Good accounting and financial management skills and experience
• Comprehensive understanding of the Social Development Program & Federal and Provincial Government Mandates as they pertain to Social Development and Income Assistance
• Experience in overseeing substantially large financial budgets
• Evidence through work history and good results in:
• working with and/or in Aboriginal communities
• understanding AANDC Funding Authorities
• having established effective relationships with community officials, groups and government agencies;
• administrative duties related to office, contract and financial management
• Must demonstrate leadership ability that develops a positive and supportive relationship with all FNSDS Board Members
• Excellent verbal and written communication skills, be decisive, pre-emptive, organized, and work well under pressure and deadlines
• A valid class 5 drivers license
Required Knowledge, Skills, Abilities
• Overall knowledge and good understanding of First Nations culture, history and current affairs
• Good understanding of First Nations social and employment issues as they relate to Social Development On-reserve
• Good understanding of the socioeconomic impacts of Social Assistance On-reserve
• In-depth knowledge of the agenda and mandate of pertinent government bodies and First Nation organizations typically gained through extensive experience in this area.
• Extensive experience with Social Development related committees, forums and tasks forces
• Proven in-depth understanding of policy issues related to the federal and provincial governments' First Nation policies and programs
• Good ability to negotiate and enhance opportunities for the FNSDS
• Ability to research, compile and present reports and recommendations
• Excellent writing and oral skills
• Demonstrated analytic ability and knowledge of the political process
• Good knowledge of business administration and financial management
• Good communication, negotiation and conflict resolution skills
• Knowledge of roles, responsibilities and performance of Non-profit Societies and Boards
• Demonstrated Leadership skills
• Preference will be given to persons of Aboriginal descent.
