START EARLY
The process for establishing a benefits agreement should be initiated by
the licensee when the licence application is submitted, or well before.
Finalizing a benefits agreement may require more time than that required
by the licence application process. When the oil and gas activity requires
a benefits agreement, that agreement must be in place before activity can
begin. It is important to begin discussions early so that the proposed
activity is not delayed.
