About the Opportunity

The Fraser River Indigenous Society currently has an exciting opportunity for a passionate Early Years Program Manager to join our team in Pitt Meadows, BC.

As our Early Years Program Manager you will be responsible for ensuring the planning, implementation, and day-to-day operations of the Early Years Program is carried out in a professional and efficient manner.

More specifically your responsibilities will include:

  • Leading the transition of MCFD funded early years programs to FRIS and representing the agency in program transition meetings. 
  • Ensuring that indigenous knowledge, world views, and values inform processes, systems, and day to day activities. 
  • Implementing the approved transition work plan for early years programs. 
  • Overseeing the planning, implementation, and evaluation of early years programs.
  • Writing program descriptions and proposals for MCFD and the Executive Director's approval. 
  • Developing program policies and procedures for each program along with the forms and formats required for each program. 
  • Monitoring the day to day delivery of the Early Years programs and services. 
  • Developing and maintaining referral, intake, assessment, and waitlist management systems and tools. 
  • Ensuring that personnel and client files are securely stored and privacy/confidentiality is maintained. 
  • Recruiting, interviewing, and selecting staff for Early Years positions. 
  • Carrying out human resources procedures and practices including employee performance reviews and, should it be required, disciplinary action.  
  • Communicating with stakeholders in order to keep them informed of programs and services as well as to identify any changes in the community served by the Society. 
  • Establishing good working relationships and collaborative arrangements with community partners in order to help achieve the goals of FRIS's programs and services. 

In order to qualify for this role, you will have a university degree in a related field combined with at least 2 years of experience in a program manager role. You will also have previous experience with the Aboriginal Infant Development program and the Aboriginal Supported Child Development program. An equivalent combination of education and experience may also be considered. Experience and knowledge of issues related to Early Years programs and administration of MCFD contracts is required as well. 

Possessing any of the following is a significant asset:

  • An ECE certificate/diploma with post-basic infant toddler and special needs certificates. 
  • An infant development certificate/diploma.
  • A supported child development certificate/diploma.
  • A CYC or FNCYC diploma or degree.
  • An understanding of infant/toddler assessment tools. 

As our ideal candidate, you will have knowledge of the indigenous community, its historical background and the current challenges of the community as well as knowledge of trauma-informed practices. This knowledge combined with your excellent communication, leadership, and stakeholder management skills will ensure your success as you work to develop and deliver the Early Years program.  

Due to the nature of this role, a valid Class 5 BC drivers licence, access to a reliable vehicle, valid business insurance and liability coverage and a Drivers Abstract is required. You will also need to complete a Criminal record check and provide a valid First Aid certificate within 90 days of employment.
