Sen. Murray Sinclair, the chairman of the Truth and Reconciliation Commission on residential schools and Manitoba's first Indigenous judge, has compared the current child-welfare system to the residential school system. Sinclair's home province of Manitoba has the highest percapita rate of children in care in the country with more than 10,300 kids in care. Almost 90 percent of those are Indigenous. Small changes have been taking place in the system, and more decision making power is being turned over to First Nations. More needs to be done to recruit Indigenous people into decision-making roles.
