Urbanics Consultants Ltd. has been retained by the Chemainus First Nation to
carry out a market-based highest and best use study for the I.R.12 Oyster Bay
property north of Ladysmith, B.C.
Because the development timeline and capacity of the site is not known, a study
period extending out to 2031 has been used for the various on-site land uses
under consideration, namely: residential, retail/commercial, office, and hotel.
Industrial uses are not being considered for the site.
For purposes of conducting this study, information from a variety of sources,
both public (Statistics Canada, BC Stats, CVRD, etc.) and private, have been used,
